1Password SaaS Manager connects to Azure using OAuth2 so there are no special steps, beyond confirming that you wish to grant SaaS Manager access to Azure DevOps user and license data.
In order to connect SaaS Manager to Azure DevOps you must ensure that third-party application access via OAuth is enabled for your DevOps Organization.
You can check this under Organization Settings > Security > Policies > Application connection policies.
